This course develops practical skills in financial management, governance, and strategic decision-making within First Nation contexts. Learners apply relational accountability to financial management by examining financial challenges faced by First Nation entities, including multi-year financial planning and the annual budgeting cycle. The course emphasizes Indigenous epistemologies and relational worldviews demonstrated through clear decision rights and reporting relationships among Chief and Council, Finance and Audit Committees, senior administration, and finance staff. Learners build five-year financial models, evaluate capital projects using lifecycle cost, affordability, and risk to develop financing and treasury strategies by connecting Indigenous and Western theories to real-world practices, aligning Financial Administration Law (FAL). The course also addresses risk management, internal controls, and ethical financial practices, including the use of Financial Management Board performance ratios.
