This course examines Indigenous Services Canada (ISC) through its historical development, policy processes, governance relationships, and funding/budget systems. Learners explore the transformation from Indigenous Northern Affairs Canada (INAC) to ISC, analyze how federal Indigenous policy is developed and implemented, and critically assess ISC's role in relation to Indigenous self-determination. The course examines the full spectrum of governance policies required in a comprehensive governance policy model, including issue resolution, strategic planning, monitoring and accountability, citizen-leadership relationships, rights and responsibilities, policy ratification processes, and processes for annual review and amendment. Through case studies, funding agreement analysis, and applied budgeting exercises, learners design and evaluate ISC-funded programs and governance policies that align with Indigenous governance priorities and Community-defined outcomes. 2026/06/16-2026/06/26 Lecture Tuesday 04:30PM - 07:30PM, Room to be Announced (more)...
